Winter hi-vis gear has two jobs: keep your crew visible, and keep them warm enough to stay sharp. Most hi-vis gear only does the first. A summer mesh vest thrown over a brown canvas coat won’t cut it in a Minnesota January. This guide covers the winter hi-vis gear we stock at Champion Safety and how to build a full outfit that keeps your team safe from November through March.

Cold weather doesn’t change the visibility rules. Minnesota OSHA requires employers to give anyone working near moving traffic a high-visibility garment rated ANSI/ISEA 107 Performance Class 2 or higher, and to replace it as soon as it’s faded, torn or dirty enough to lose performance.
That matters most in winter for three reasons:
- Shorter days. Crews spend more hours working in the dark, when reflective tape does most of the work.
- Layering. A compliant vest worn under a non-compliant coat no longer counts. The outermost layer has to be the hi-vis layer.
- Road salt and slush. Winter grime dulls fluorescent fabric fast. Plan to replace gear mid-season, not just once a year.
The easy fix: choose a winter jacket that is itself ANSI-rated, so the warm layer and the compliant layer are the same garment.
Class 3 winter hi-vis jackets
Class 3 is the highest visibility rating. It requires sleeves and more fluorescent and reflective material, and it’s the right pick for highway crews, flaggers and anyone working near traffic over 50 mph.
FrogWear® HV Three-in-One Winter Parka (GLO-P3)
Our most versatile winter jacket. It’s Class 3, with a polyurethane-coated 300D Oxford shell over a zip-out 250 g/m² fleece liner. Wear them together in deep cold, the shell alone in sleet, or the liner alone around the shop. It also has a concealed hood, shoulder mic tabs and a D-ring opening for fall-protection harnesses. Sizes M to 5XL.
FrogWear® HV Insulated Winter Jacket (GLO-QJ1)
A Class 3 quilted jacket with 160 g/m² insulation and a wind- and water-resistant shell. Ribbed cuffs and collar keep the cold out, and the black lower front hides dirt. It’s a dependable everyday jacket for plow drivers and utility crews.
FrogWear® HV Heavy-Duty Insulated Hooded Sweatshirt (GLO-HS3)
For workers who move a lot and overheat in a parka. It’s a Class 3 sweatshirt with 300 g/m² fleece, a detachable quick-release hood and segmented reflective tape that breathes. Sizes S to 5XL.
Also in stock: the Winter Parka (GLO-P1), the Eight-in-One Winter Bomber (GLO-B2), and the Fleece-Lined Softshell (GLO-SJ1). See all hi-vis jackets.

Insulated hi-vis bibs
Legs get cold and wet first, especially for anyone shoveling, kneeling or climbing in and out of equipment.
FrogWear® HV Insulated Winter Bibs (GLO-700)
These bibs are rated ANSI Class E, with quilted 185 g/m² insulation and fully taped, waterproof and windproof seams. Black ripstop below the knee stands up to snow, salt and scraping. Long side-leg zippers let workers pull them on over boots. Sizes S-M through 4XL-5XL.
Pro tip: Class E bibs paired with a Class 2 or Class 3 jacket count as a Class 3 ensemble under ANSI/ISEA 107. That’s the most visible combination you can put on a worker.
Need a lower-visibility option for yard or warehouse work? The Enhanced-Visibility Bibs (EV-700) offer the same warmth with a more subdued look.
Hard hat winter liners and balaclavas
You lose a lot of heat through your head, and a stocking cap doesn’t fit under a hard hat. Our Bullhead Safety™ winter liners are designed to go under the shell without changing the hat’s fit.
- Sherpa-Lined Quilted Winter Liner (WL500): a warm, low-cost liner for outfitting a whole crew.
- Three-Layer Quilted Winter Liner (WL520): extra warmth for long outdoor shifts.
- Inherently FR Thinsulate™ Winter Liner (WL920FR): for electrical, utility and welding crews who need flame resistance under the hard hat.
- Hi-Vis Hinged Thermal Balaclava (WL310-YG): full face and neck coverage in yellow-green, with a hinged face opening that drops when you need to talk or breathe easier.

Neck gaiters and finishing pieces
The gap between the collar and the hard hat is where wind gets in. A gaiter closes it.
- Hi-Vis Thermal Neck Gaiter (WL300-YG): a fleece-weight gaiter in hi-vis yellow-green.
- Multi-Function Neck Gaiter, Yellow-Green (NG-201): a lightweight six-pack option for layering.
- Ice traction cleats: slips on ice are one of the most common winter injuries. Ask us about Ice Gripster™ traction cleats that slip over work boots.

Build a winter hi-vis gear kit for your crew
Here’s a simple head-to-toe setup for a typical plow or road crew member:
- Head: quilted hard hat liner (WL500) or a hi-vis balaclava (WL310-YG)
- Neck: hi-vis thermal gaiter (WL300-YG)
- Torso: Class 3 three-in-one parka (GLO-P3) or insulated jacket (GLO-QJ1)
- Legs: Class E insulated bibs (GLO-700)
- Feet: traction cleats over insulated work boots

Winter hi-vis FAQ
What ANSI class do I need for snow plowing?
Anyone working on or near roadways needs at least Class 2. For high-speed roads, nighttime work or bad weather, Class 3 is the safer choice, and it’s what we recommend for plow crews.
Can I wear a hi-vis vest over my winter coat?
Yes, as long as the vest is the outermost layer and fits over the coat without hiding its reflective tape. Many crews find an ANSI-rated winter jacket simpler, since there’s nothing to forget or lose.
How often should winter hi-vis be replaced?
Replace it whenever it’s faded, torn or too dirty to clean. Road salt and slush wear gear out faster than summer conditions, so many crews replace their winter hi-vis gear at least once mid-season.
Do you sell to businesses and municipalities?
Yes. We supply contractors, public works departments, utilities and property managers across the Upper Midwest, with volume pricing on larger orders.
